Public Consultation on the myHealth@myHands EIRA/eGovERA Design Model
Help us review and improve an interoperable architecture for European digital public services for health.
The myHealth@myHands EIRA/eGovERA Design Model provides an architecture-based representation of the legal, organisational, semantic and technical elements required to support interoperable, citizen-centred digital health services in Europe.
The model has been developed using the European Interoperability Reference Architecture (EIRA©) and eGovERA© methodology and is now being made available for public consultation.
The purpose of this consultation is to gather feedback from public authorities, healthcare organisations, digital health and interoperability experts, technology providers, researchers, standards organisations, patient and citizen representatives, and other interested stakeholders.
The consultation will help determine whether the model is sufficiently clear, complete, internally consistent, practically usable and suitable as a reusable reference for European digital health architecture and implementation.

What is being consulted on?
The myHealth@myHands Design Model organises the architecture through the four core EIRA/eGovERA viewpoints:
Legal View — public policies, policy objectives, legislation and other regulatory instruments governing the digital public service.
Organisational View — capabilities, digital public services, information exchanged, actors, roles, responsibilities, governance and service delivery.
Semantic View — data, datasets, metadata, terminologies, ontologies, data representations and mappings required for consistent interpretation and exchange of health information.
Technical View — shared platforms, interoperable digital solutions, interfaces, trust services, security, identity, EUDI Wallet integration, data exchange, testing, monitoring and related technical enablers.
The model addresses the interaction between major European digital health and interoperability frameworks, including the European Health Data Space, MyHealth@EU, HealthData@EU, the European Digital Identity Wallet ecosystem and the European Electronic Health Record Exchange Format.

How can you contribute?
There are two complementary ways to participate.
- Online stakeholder questionnaire
The online questionnaire is intended for high-level and strategic feedback.
It asks about:
- the clarity, completeness and internal consistency of the model;
- the adequacy of the four EIRA/eGovERA viewpoints;
- the representation of European digital health and interoperability frameworks;
- actors, governance and trust relationships;
- semantic and technical capabilities;
- practical usability and potential reuse;
- gaps and priorities for further development.
Completion takes approximately 10–15 minutes.

- Detailed architecture comments
Stakeholders wishing to comment on a specific architecture element, relationship, viewpoint, terminology or modelling choice are invited to use the Public Consultation Comment Matrix.
The matrix enables each comment to be linked to the relevant part of the model and allows the reviewer to provide the rationale and, where appropriate, a proposed improvement.

What feedback are we particularly interested in?
We welcome feedback on the model as a whole and particularly on whether
- the architecture appropriately represents the legal, organisational, semantic and technical requirements of interoperable European digital health services;
- important actors, services, capabilities, information flows, trust relationships or governance arrangements are missing;
- the relationships between the European Health Data Space, MyHealth@EU, EUDI Wallet and related interoperability frameworks are represented appropriately;
- the semantic architecture adequately addresses health data, metadata, terminology, mapping and interoperability;
- the technical architecture contains the services and enablers required for implementation;
- the architecture is understandable and useful for different stakeholder groups;
- the model could be reused or adapted for national, regional, organisational or project-level implementation;
- and any important gaps, inconsistencies or unnecessary elements should be addressed before the next consolidated version.
Who is invited to contribute?
The consultation is open to all interested stakeholders.
It is particularly relevant to public administrations and competent authorities; national and regional digital health organisations; healthcare providers; National Contact Points for eHealth and MyHealth@EU stakeholders; EHR and digital health solution providers; EUDI Wallet ecosystem participants; standards and interoperability organisations; cybersecurity, identity and trust experts; health data, metadata and terminology specialists; researchers and academic organisations; European and international projects; patient and citizen organisations; industry associations; and individual experts.
Personal data
The consultation does not request personal data. Please do not include personal information in questionnaire responses or in the Public Consultation Comment Matrix.
If a completed Comment Matrix is submitted by email, the sender’s name, email address or email signature may technically be visible as part of the email transmission. These details will not be used for consultation analysis, copied into the consultation dataset or retained as part of the consultation results. Only the substantive consultation comments will be processed.
What happens after the consultation?
Following closure of the consultation, the feedback received through the online questionnaire and the detailed Comment Matrices will be reviewed and consolidated.
Comments will be assessed against the purpose and scope of the design model; the EIRA/eGovERA modelling methodology; relevant European interoperability and digital health requirements; consistency with the other architecture viewpoints; and the feasibility and value of the proposed changes.
Similar or overlapping comments may be consolidated.
Submission of a comment does not automatically mean that the proposed change will be incorporated. Each substantive recommendation will be considered as part of the model-review and resolution process.
The consultation results will inform the preparation of the next consolidated version of the myHealth@myHands EIRA/eGovERA Design Model.
